September marks the start of many activities at the Village! United and Third Mutual residents are reminded to return your director election ballots by Sept. 30. On the fitness front, now is your chance to take advantage of a free yoga class. As for recreation, the GRF president’s remarks during a recent board meeting will clear up misconceptions about the Recreation Master Plan. Learn about reserves planning and mark your calendar for the Oktoberfest celebration at Clubhouse One. This edition also includes the winners of the Second Annual Laguna Woods Village Anniversary Golf Tournament and will inform you about the nearby South Coast Wilderness area. Keep busy this fall with all the Village has to offer.

Third Mutual and United Mutual Director Election Ballots due by Sept. 30

News Ballots for both Mutuals were mailed on Aug. 30 and must be received at the P.O. Box or deposited in the appropriate ballot box at the Community Center by Sept. 30 at 5:00 p.m.

For Third Mutual, ballots will be counted at a special Third Board meeting on Oct. 2 at 8:30 a.m. For United Mutual, ballots will be counted at a special United Board meeting on Oct. 2 at 1:30 p.m.

If your ballot becomes damaged or lost, contact the Inspectors of Election at (714) 516-8121.

Instructor Traysi Handelto Teach Free Yoga Class for Village Residents

News
On Sept. 12, the Recreation-coordinated yoga class returned to the Village with new instructor Traysi Handel. The talented Traysi completed 200 hours of intensive training at Heart of Yoga in Fiji. Traysi has been practicing Asana for four years and has experience with Bikram, Vinyasa Flow, Heart of Yoga and Pranayama Breathing. Traysi also has experience in Adaptive Yoga for persons with disabilities.

Ask Jerry - What is a Replacement Reserve Funding Plan?

Jerry Storage The corporations of Laguna Woods Village – GRF, United, Third and Mutual No. Fifty – account for anticipated long-term expenditures as part of the annual budget-development process. A Replacement Reserves Funding Plan for each corporation addresses these requirements. To adequately plan for future expenditures, each corporation adopts a funding plan that projects contributions to and disbursements from replacement funds over the next 30 years, without falling below the established minimum balance.

Section 1365 of the California Civil Code, commonly referred to as the Davis-Stirling Act, specifies that a reserve study must be reviewed by a board annually. The study should include “the major components which the association is obligated to repair, replace, restore or maintain.” In Laguna Woods Village, these issues are addressed in the Replacement Reserves Funding Plan.

The plan identifies the major components that have a remaining life of less than 30 years; pinpoints the probable remaining useful life of each component; estimates the cost of repair, replacement, restoration or maintenance of the components; estimates the total annual contribution necessary to defray the cost after subtracting total reserve funds; and provides a schedule of assessments needed to fund the reserves plan.

Careful development of a Replacement Reserves Funding Plan for each corporation ensures that the maintenance of the community’s buildings, infrastructure and amenities will be funded well into the future, protecting the value for present and future homeowners.


Be There - Clubhouse One Oktoberfest on Oct. 2

Be There Tickets for Clubhouse One’s Oktoberfest to be held on Wednesday, Oct. 2, are on sale now in the Clubhouse One office. The dinner starts at 5:30 p.m. The menu includes Bratwurst, Sauerkraut, Sweet & Sour Red Cabbage, German Potato Salad, Roasted Chicken, Tossed Green Salad, Mustards, Rolls w/ butter and German Chocolate Cake for dessert. Coffee and tea will be provided. The dinner is catered by Jolanda.

A GRF No-Host Bar opens at 5:00 p.m. and will offer a $1.50 beer special. Residents will not be permitted to bring their own alcoholic beverages to this dinner.

Tickets are $15.00 per person and may be purchased in the Clubhouse One office while supplies last. The last day to purchase tickets or receive refunds is before noon on the day prior to the dinner. Tickets will not be sold at the door on the day of event.

Diners needing a bus home from the dinner must make reservation with the Transportation Department. B-Bus reservations are accepted between 8:00 am and 3:30 pm. Please call 597-4659.

Rep. Campbell Seeks Input on Housing Finance Reform

Did You Know?

U.S. Representative John Campbell of California's 45th congressional district recently visited the Village to record a special episode of Legislative Connection. Campbell discussed housing finance reform and the debate to replace Fannie Mae and Freddie Mac with host Wendy Bucknum.

As the housing market is showing signs of stability, President Obama and congressional leaders have called for Fannie Mae and Freddie Mac to be dismantled and replaced with a new mortgage system that is stable and reduces the boom-and-bust cycle of home values. There is vigorous debate on what, if anything, should replace the companies. The outcome of this debate will affect community associations and association homeowners in critical, fundamental ways.

On behalf of Laguna Woods Village, Campbell has urged the Federal Housing Administration to relax impediments to lending, so homeowners in community associations may have access to a variety of mortgage products, including reverse mortgages. Campbell continues to work toward a solution that will benefit homeowners and protect the financial stability of homeowners and community associations.

Second Annual Laguna Woods Village Anniversary Golf Tournament Posts a Winning Score

The tournament and luncheon, hosted by the Historical Society of Laguna Woods and the Golden Rain Foundation (GRF), was held to raise funds and community awareness for the Village’s 50th Anniversary next September.

The event, which took place on Sept. 12, set records for the number of golfers who participated and the number of sponsors for the event.

One highlight was a hole-in-one by resident Sung Pak, who won a Buick from Fladeboe Buick GMC for his ace.

First Place winners were Bob Alderete, Ray Alderete, Toby Alderete, and Jim George.

Second Place winners were Eugene Kim, Sung Pak, Myung Jung, and Tae Nam Yoon.

Third Place winners were Jon Noell, Randy Del Prado, Marty Standish and Bruce Lazenby.

Closest to the Pin winners were David Watson for the men and Sook Kim for the women.

The Putting Contest winner was Jeannie Jacobson.

Thank you to all who participated and the generous sponsors who helped to make the tournament a huge success.

The South Coast Wilderness is a 20,000-acre area in south Orange County that includes Laguna Coast Wilderness Park and Aliso and Wood Canyons Wilderness Park, Crystal Cove State Park, and the City of Irvine Open Space Preserve. The rich biodiversity of the coastal sage and chaparral ecoregion makes the wilderness area a world treasure.

This 20,000-acre area of includes Laguna Coast and Aliso and Wood Canyons Wilderness Parks, Crystal Cove State Park, and the City of Irvine Open Space Preserve.

The Laguna Coast Wilderness Park is adjacent to Laguna Woods Village and is managed and staffed by OC Parks. It is open daily, 7 a.m.-sunset for hikers, mountain bikers and equestrians. Parking is $3; lots are open 8 a.m.- 4 p.m.
